  1. What a noble idea from Tate Omukwaniilwa. I have some observations to make:
    1. Allowing someone to put up their own infrastructures will make it very difficult in the event the OTA want to terminate the lease agreement in the event the person violates the agreement. The person will always want to be compensated, and in the event they approach the court of law, the person is likely to win the case especially at the higher court.

    I am proposing the following:
    1. Let the OTA set up the infrastructure and lease them to anyone that is willing to work.
    2. Or, let there be a way of compensating the person that set up the infrastructure.
